Repair is usually right for elements, thermostats, gas valves and anode rods — those are inexpensive and the tank is fine. Replace when the tank itself is leaking, because that cannot be repaired, or when the unit is past about twelve years and facing a significant repair. It depends on how long you are staying and how you use hot water. You get continuous hot water, a service life beyond twenty years, and no tank sitting full of hot water all day. Against that: a higher install cost, possible gas line and venting work, and — importantly here — annual descaling, because hard water scales the heat exchanger. For a long stay with high or variable demand it usually pays. For a short stay it usually does not.

It depends on peak simultaneous demand rather than household size alone — how many showers might run at once, whether a large tub gets filled, laundry and dishwasher habits. Undersizing means running out; oversizing means paying to keep water hot that nobody uses. We ask about actual use rather than reading square footage off a chart.
If it is the tank itself, yes — treat it as one. Close the cold water valve on top of the heater, cut power at the breaker or turn the gas control to off, and call. A ruptured tank keeps refilling and keeps emptying onto the floor. If the moisture is at a fitting rather than the tank body it is less urgent, but still worth attending to promptly.
